Three. One to do something completely different than the task given, one who'll take 2 hours to come up with a complex way to to do it and the third who will just take care of it.

One hangs on to the bulb while the other two spin the latter.
The fourth guy is there just in case the first one cannot hang on.... LOL

One can change it, but it will take him several days to work out a solution that requires a new tool to be purchased for the job.

The answer is 13
1 to ask how to replace a lightbulb
1 to tell him he needs to give more info as to what kind of bulb, watts, volts, florescent, halogen, incandescent, etc.
3 to tell him not to attempt this. It should be done by a pro.
8 to tell him he did it all wrong, after he reports he did it with no problems.

Whitedog -
In my shop, I listen to the local Christian FM station. If a bulb burns out, it may be weeks before it gets changed...being a Baptist, we resist change. But be assured that when the time comes to make the change, there will be a couple of ladies present with the appropriate casserole for the situation.
