drying black paint

Does anyone have any good suggestions for an exterior black paint. I've used several name brands of paint that seem like they just won't dry. I'm putting the paint on Southern Yellow Pine. I've tried Behr paint and primer, takes days to dry, but still feels tacky to me a week later, I just picked up some Val exterior paint and a can of primer for the paint, that won't dry out, still tacky, a week later. I used thin coats when applying the paint. I really can't afford to go buy a small can of each manufactures paint to do my own test. I've primed the wood with primer each time.

...are we talking about; and, is the pine treated? If not treated, are we talking about construction grade lumber (i.e. #1 and #2 common 2x framing lumber, etc.) or are we talking about kiln-dried lumber intended for interior applications?

construction grade lumber, not pressure treated, the type of lumber 1x4's 1x6's you buy at Builders Discount Ctr..

The problem is the latex paint. Get rid of it (it should be used only on walls and ceilings; never on anything furniture and never exterior) and replace it with an exterior oil-based paint. If you must use a water-borne paint select a quality acrylic enamel, but never latex. A superior primer beneath either paint would be Zinsser BIN primer (white pigmented shellac for excellent adhesion and superior moisture resistance).
